Initial Note: The Waco WTP is closed to visitors for the past 2 years and we don't foresee that changing. 
Second Note: Willow Lake is not viewable for the public.

So...basically there is a tank or 2 that you can possibly see waterfowl or shore birds. As a hotspot, this is somewhat defunct.
