Encinal WTP stands for Water Treatment Plant—which is another term for the city's sewage treatment or wastewater treatment.
WTPs are particularly good spots in drier regions of Texas for wintering waterfowl because of the presence of water in an otherwise dry, arid region.
The water treatment ponds at the Encinal WTP are on the west side of the county road so afternoon birding might be difficult with west sun.
Spend a little bit of time here, though, and more birds might fly in or move around on the only pond that is visible from the road to add birds to the list.
It is possible to pull into the gate area and then stand on a running board or tailgate to get more viewing into the one pond that is visible from the county road.
There's a little bit of habitat past the WTP on the county road that might prove productive.
