WTP stands for Water Treatment Plant—which is another term for the city's sewage treatment or wastewater treatment facilities.
WTPs are particularly good spots in West Texas and the Texas Panhandle for wintering waterfowl because of the presence of water in an otherwise dry, arid region.
The sewage treatment ponds are on the east side of the caliche road so afternoon birding (with the sun at your back) might be best.
A spotting scope might be beneficial at this hotspot.
The water treatment ponds are at the end of a caliche (a type of rock road base) road that goes north from North East County Road 74. The caliche road is less than 1/4 mile east of the landfill entrance and east of the intersection with Northeast 6th Street.
