Goleta Sanitary District is open for birding Tuesday to Thursday 9am - 3pm. According to the website, here is how one can gain access:

"Please come to the Administration building to check in, complete a waiver, and get a pass before going bird-watching."

Parking is available at the Administration building. Please stay within the designated birdwatching area shown in yellow on the map on the right.
