Parking - No parking on 5th St. NW, or around the Reservoir, but side streets usually have adequate parking available. 

Birding - Walking along 5th street allows for views of majority of the reservoir. On the eastern side, the grassy area along the fence line allows views of the area behind the fence. 

Gear - Binoculars should suffice. Scope is an option but non-essential; not recommended given the parking distance/walking at this location.

The reservoir is not accessible to the public.
