Bird the paved loop trail on foot. There are also several good spots to set up a scope. If you hike out all the way to Lower Pine Lake, that is a fantastic lake for scoping.
Look for Trumpeter Swans on the lakes. There are often a few here in the correct seasons for them.
This is a very popular, mostly flat paved walking trail within Turnbull National Wildlife Refuge.
For a longer hike and many more birds, consider taking the connection to the headquarters trail on the southeast end of Middle Pine Lake and hiking out to the much larger Lower Pine Lake. Lower Pine Lake is considerably larger and tends to have more birds, but will require a 3 or 4 mile hike depending on where you choose to start and end.
