Most of the Neah Bay area is on the Makaw Reservation, and a permit is needed to visit for any reason. You can purchase the permit at nominal cost at the Makah Mini Mart or at the Makah Marina.  See the various hotspots in Neah Bay for birding details, but in general the whole area is a vagrant trap supreme. 

Really almost any eastern, southwestern or Pacific vagrant is possible here. Tropical Kingbird and Palm Warbler are regular in fall and early winter.
