The whole Edmonds waterfront can be a good place for seawatching, shorebirds, and a nice walk.  Really all of the hotspots mentioned can be covered in a 2-mile walk from a central parking spot, or can be birded with farily closeby parking if you can find a spot. 

Gulls, Loons, Grebes, Waterfowl, Alcids, and passerines,  

This is a large public group of beachs and shoreline hotspots near downtown Edmonds.
