During the mid-1980s, Rick Novak, the Port Authority’s former executive director, approached Ling-Temco-Vought (LTV) Steel and asked that the steel manufacturer donate land along the Black River for recreational use. After about six or seven years of negotiations, LTV Steel eventually agreed to donate 25 acres of riverfront property to the Lorain Port Authority. The site opened to the public in 2003 and has since hosted countless events, concerts, and festivals for those in the surrounding area to enjoy.

The former Ferry Terminal Building has been renovated and houses the administrative offices of the Lorain Port Authority. The park is managed by the Lorain Port Authority.
