Early morning offers the best birding. However gulls are most numerous and common in the middle of the day on weekends. Fall and winter offer the best birding with spring being inconsistent.
Migrants in Fall, Iceland (Thayer's) Gull and Chipping Sparrows in the winter.
Alice Keck Park Memorial Gardens is a wonderfully landscaped city block with a small pond and two small streams. It is adjacent to two other parks (Alameda Park and Kids' World) which should also be checked if time permits.
The area is fairly small and can easily be covered in 30 minutes. I would recommend checking the small pond for gulls and ducks. Thayer's Gull is regular in the winter and Wood Ducks sometimes show up. The large Tipu tipuana trees are always worth a check as this is where migrants are often found. There is a large tree near the SE corner and a stand of trees in the NW corner of the park. Vagrants can be found here in fall (Black-and-white, Tenessee, and Blackpool Warbler) with the more common migrants. Sparrow flocks should be checked in winter for Swamp and White-throated in with the common White-crowned and Song Sparrows.
Spring migration is less consistent, however it can sometimes be very good with large flocks of swallows.
Year round residents include Acorn Woodpeckers, Oak Titmouse, Hutton's Vireo, and Anna's/Allen's Hummingbirds.
If time allows, check nearby Kids' World and Ortega Park. Though these are often slower, I have found Blue Grosbeak and Hermit Warbler. A small flock of Chipping Sparrows winters in this area.
